DWI offenders who have lost their driving privileges due to court imposed conditions of probation sometimes may be allowed to obtain driving privileges through the installation of an approved ignition interlock device. Westchester County utilizes several New York State approved ignition interlock vendors. Vendors are not affiliated with Westchester County.
- Probationers designated to participate in the Interlock program choose a vendor with Probation Department oversight and input. Ignition Interlock equipment is leased and the probationer is responsible for the equipment if it is damaged or stolen.
- The duration of ignition interlock monitoring is determined by the Probation Department and the court.
- The monthly cost is $75.00 and up and installation charges range from $100.00 to $140.00. There may be additional fees for violations, resets, missed appointments, service calls, etc. These costs are set by the Ignition Interlock Companies, not the Probation Department.

Ignition Interlock Device (IID) FAQ
Does the IID restriction apply to all vehicles?
Yes, all vehicles that you own OR operate (except for approved employer vehicles, see below and please speak to your Probation Officer about this possible exception). You may not operate any motor vehicle without an IID installed, including a motorcycle. While IID vendors will not install an IID on a motorcycle, the non-installation does not mean an exemption. You may not own a vehicle that does not have an IID installed. You must transfer the title of any vehicle you own and turn in your registration and plates if you do not install an IID in that vehicle.
My job requires me to drive a vehicle. Does every vehicle I might drive for work require an IID?
No. If you operate an employer owned vehicle during the course of your employment, you will need to complete a Statement of Ignition Interlock Acknowledgement confirming that your employer has been notified of the restricted nature of your driver’s license. If you are the owner of the business which owns the vehicle, this exemption does not apply. Contact the Westchester County Probation/IID Monitor for the required form and instructions.
NYS DMV records list me as the current owner of a vehicle that I no longer own and I don't have any proof of sale. What should I do?
The DMV does not have a record of a change of ownership unless and until the new owner applies for a New York State title certificate. If the new owner does not apply for a title certificate in New York, New York DMV records will continue to show that you are the most recent owner of the vehicle. You will need to explain to the sentencing court your specific circumstances and provide proof of sale or repossession. Make sure that you keep copies of all documents you use to transfer ownership of the vehicle. These documents include the title certificate signed over to the new owner, the bill of sale and the sales tax form. Make sure you remove the vehicle plates, the registration sticker on the windshield and the registration document from your vehicle when you transfer ownership. Promptly surrender your vehicle plates to the DMV.
I don't live in New York but I was convicted of a DWI in New York. Do I need an IID?
Yes. You must have an IID regardless of where you live within the state or out of the state. The rules for interstate monitoring and a list of companies that have locations in other states are available on the DCJS website under the Regulations/Law tab.
What forms do I need to apply for a Conditional License?
Information regarding conditional licenses is available through the NYS DMV website. If you are on Probation, check with your Probation Officer PRIOR to applying for any license, including conditional.
If I am granted a "20 Day Stay" (a Continuation of Driving Privileges), am I allowed to drive without an Ignition Interlock?
No. Once an IID condition is imposed by the Court (either at sentencing or in advance of sentencing), you are no longer allowed to operate a motor vehicle without an ignition interlock device.
Is there an application to request a fee waiver for the cost of the device?
